Know what the route is—and what it is not.
Australia’s points-tested skilled program includes distinct visas with different status and nomination rules. Subclass 189 and 190 are permanent visas; subclass 491 is a provisional regional visa.
An Expression of Interest in SkillSelect is not a visa application. Occupation eligibility, skills assessment, English, points and any nomination must be established before an invitation can lead to an application.

Understand the distinction before choosing.
These routes have different legal outcomes and conditions. The right starting point depends on your facts.
| Route | Status | How it works |
|---|---|---|
| Subclass 189 · Skilled Independent | Permanent | A points-tested permanent visa without state, territory or family sponsorship, subject to invitation. |
| Subclass 190 · Skilled Nominated | Permanent | A points-tested permanent visa requiring nomination by an Australian state or territory. |
| Subclass 491 · Skilled Work Regional | Provisional regional | A provisional regional visa requiring qualifying nomination or family sponsorship, with a separate potential pathway to subclass 191 permanent residence after its conditions are met. |
The points we review first.
- 01
For points-tested routes, review age at invitation, eligible occupation, skills assessment and English requirements.
- 02
The minimum points threshold is 65; reaching it does not guarantee an invitation.
- 03
Subclass 190 requires state or territory nomination; subclass 491 requires qualifying nomination or family sponsorship. Health and character requirements apply.
A route should serve the life you are planning.
- Subclasses 189 and 190 provide permanent residence when granted.
- Subclass 491 provides a provisional regional route with a potential pathway to subclass 191 permanent residence if its conditions are met.
