Portugal does not offer a blanket “open work permit” through this page. The correct route depends on whether the activity is employed, independent, highly qualified or temporary.
For ordinary longer-term employed work, the planning path is generally a residence visa for subordinate work followed by the corresponding residence-permit formalities. Temporary work lasting less than a year has a separate temporary-stay visa route.
